Yes it is regiun locked as have been all Nintendo consols. You can't play Japan games on the US consol. There are always region specific games.

Okay I guess my cousin who bought a non-hacked wii from the UK is out of luck. Back here you would be hard-pressed to find something that's not bootleg let alone a pal version.
