Is the problem I have with my CPU?

I have a Intel P4 2.0A that I have o'c to 2.3GHz at 1.6V for 1 year now. The CPU has never overheated, but about a week ago I have been having serious glitching. I have pics of the desktop and when I play games:

I know it can't be the video card drivers beacuse it is also like this at startup in the BIOS. It can't be the mobo either beacuse I already purchased a brand new one and it still happens. If you know what I should do/replace could you please tell me, thanks so much!

it still can be the video card itself. Looks more like that to me. How old is the video card? Is it overclocked? It may be the cpu but I would suspect freezes and sum checks errors etc if it was the processor

The Video card is a ATi Radeon 9700 Pro, it's about 1.5 years old and it's been overclocked for about 25 minutes worth (I thought it wasn't worth it after i tried it).

Hmmm. Do you have access to another processor from a friend to throw in and see what happens? Have you cleaned the case inside and made sure there isn't dust in the heatsink? Also, just for giggles, try taking out the 9700pro blowing out the agp slot and see if that helps. Sometimes dust and dirt can get in and fuzzy up the connections. Are all the fans working properly when you turn on the computer? Make sure they are all spinning. Sometimes a fan begins to short out and doesn't spin as fast or intermittently (sp?) and that in turn causes the cpu to overheat

Well the mobo is a day old so there is no dust in it. And i could borrow and old video card from a friend but not a CPU, but he's gone for about a week so i was hoping that you guys would know what to do. But if I have to i'll wait till he comes back.

Oh yes i forgot to add all of the fans are spinning as fast as they should be.

99% of the time, graphical glitches are from failing video cards. I've never had that happen to me with a bad O/C or CPU.

My thoughts too. I have never seen that kind of corruption on-screen due to a cpu or memory failure. How are the temps doing on video card. Is the fan moving properly. Also, an outside chance is the power supply but doubtful
