They are indeed closed, but express mail services are fully functional, as well as mail processing at regional distribution centers (they work nonstop 365 days a year!)

President's Day is NOT a federal holiday. It is Washington's Birthday that shuts down the federal government today. Don't believe me? Check it out for yourself: 2002 Federal Holidays.

State and Local governments may have a "President's Day" however.
