It seems so. Went down few minutes ago. I just replaced the "forums.anandtech.com" with "forums3.anandtech.com", and it works 🙂

You know there is more than just one set of servers. All you gotta do is put a 1 after the 'forums' in the address and then you're using a different set. Both times I've seen posts proclaming that the regular servers are down the '1' servers have still been up.
