I don’t really game anymore but if getting a dedicated graphics card would help a lot with stable 4K video playback I will get another one. If I ever game again too.
The specs for the integrated graphics on your 7700K:

It should be able to easily handle 4K video playback. Now Netflix 4K playback i'm not completely sure of.

I don't think it will I think you need a 900 series or better for PlayReady 3 support when I was looking it up a couple weeks ago.It should be able to easily handle 4K video playback. Now Netflix 4K playback i'm not completely sure of.

Ignore me. I was thinking of Skylake not supporting it and Intel using the HD600 series since. But actually the integrated GPU on Kaby Lake and later is PlayReady 3 Ready (might even since updated Skylake to support it as well).

So you are fine.
Still is it better to get a cheap dedicated video card? Like say a GTX 980 or is something else better?

I don't believe that the GTX 980 has a hardware decoder for x265 so not a good choice for 4k playback. Nvidia added the x265 decoder block to later GPUs (most 10xx series and I believe GTX 960) - you need to check.
