Is the GPU clock speed supposed to go up when watching Youtube videos?

I have a GTX 680 and am using EVGA Precision X to monitor. Just browsing the net, the clock speed stays at 324 MHz. When I play a Youtube video or any flash video, the clock speed boosts up to my stock clock of 1058 MHz. Is this normal?

Yes, the GPU clocks itself up to help process the video so the CPU doesn't work as hard.

Yup. Modern video playback uses hardware acceleration from the graphics card.
