Yes this appears to be the trend. The PC Probe doesn't help with the fact that it uses 50% CPU (basically hogs a core) when running. :disgust:

Second - you are within the right range of temps; it shouldn't really matter much.
Your temp celing is 65C so you are within the normal range. Now regarding the coolers... I've seen some here at the lab give different results being the same exact model of the cooler.
