Is the FAFSA site down?

I've been trying to complete the online Free Aplication for Federal Student Aid for the past few days. You get more money the earlier you apply, so I want to do it as soon as possible. I got $700 extra in free grants by applying in early January last year when compared to applying in early February the year before (Even though nothing else had changed.) However I can never get through to the renewal site. Has anyone else been able to use it yet?

Sorry I wasn't clear enough. Is the site used to start a renewal FAFSA down? Select the 2002-2003 year and click next (once or twice).
