Is the best mobile note-taking / journaling / handwriting app OneNote?

I'd like to start keeping a digital journal and notebook of all my writings. I have a Surface tablet with stylus and a Google phone so I'd like an app that is:

- synchronized to the cloud
- capable of taking photos and annotating them next to text or handwritten notes
- capable of drawing

I normally stuff all my documents on Google Drive but I don't think Google has an app that can handle all of this handwritten and annotated stuff and runs on a Microsoft Surface?

I've used OneNote on my Surface and I like how I can type notes, write notes, attach photos, annotate, and sync to Microsoft's cloud. I can change the background to grid lines, ruled lines, or blank paper. And I can keep multiple notebooks.

So is OneNote it? Or are there other apps I should look at for mobile?

OneNote is my favorite. Google has Keep, but it's nowhere as feature rich as OneNote. Another alternative is Evernote, but personally not a fan of it.
