No, it doesn't have -5V. -5V was removed from ATX V2.0. Clearly Antec Tech Support blowed you off. There are several choices.
1. Antec representative (user name: AntecRep) is watching SPCR Forum. He (or she) accepts PM. PM'ing him and tell him your situation. AntecRep is minding what Forum members say.
If this does not work, reveal the stupid reply from Antech Tech Support and how badly AntecRep denied your request of RMA in SPCR Forum. (
Antec NeoHE "High-Efficiency" is the right place to post your message.) Then:
2. Buy NeoHE 430 from Buy.com. Try it with the MSI board. If it works, ... (guess the rest).
3. If the new NeoHE does not work, return it as defective. Sell your NeoHE 430 at eBay and buy another PSU, such as Enermax Liberty.
4. Keep your NeoHE and use it in your future system two years later.
