That's because Celerons have wimpy HSF's, and the Thermalcrap Volcanos suck a fat one. Get a Taisol CGK or a SK6.
 
Yeah, my Celery 300A was almost silent...

But 31 dba is nothing, I'm surprised you're complaining.
Go to FrostyTech.com for actual sound samples, and I think you will find that most fans are MUCH louder than that..
