That power supply should be able to handle an X1950 Pro or 256mb XT either of which will outperform a 7900GT ... in fact the X1950XT will run with & in many cases outperform a 7900GTX & can be purchased currently on Newegg for $249, the only real negatives to it is the cooler is a bit loud & it exceeds your budget.
Not to say the 7900GT is a bad card by any means, there are just better overall values available right now... if you absolutely have to stay under $200 then its about the best you'll be able to do.
Edit: A few X1950 Pros can be had for under $200, but only the Asus models don't have overheating problems reported.
