I think I'd rather have not had it. Why? Because if we didn't have it, then people would vote for representatives who'd reduce the size of the standing army to practically nothing because they'd get sick of housing the whole army.

While I wouldn't want to house soldiers, I don't want to pay taxes in the future to build bases either.

The Bill of Rights should have decreased the standing army and congressional war powers. Maybe something like saying that conscripts shall not be required to go off U.S. soil.

Now if someone could prove to me that the 3rd Amendment does individualism a lot of good and that I'm wrong, then that would be great.
 
How do you expect to fight modern wars without a professional standing army? This isn't fucking 1776 when you could take some idiot off the street, hand him a musket, and tell him to shoot in the general direction of the guys marching toward you wearing brightly colored uniforms.

Not to mention his ignorance of the fact that one of the largest problems we faced in the Revolution was that militia are notoriously unreliable when facing regular soldiers. Contrary to his assertion even in 1776 you could not just hand a musket to someone off the street and make an army.
