Queer is being used close to its definition when a queer person says it... It's some "unusual/weird" sexual orientation/gender/thing.

i love you is gay, and homosexuals sometimes refer to each others as fags and faggots, but that's only because they are trying to own the word in the same sense that some black people may call each other awesome people.

It's not good to call anyone a queer, i love you, lovely human, or great person if you yourself are not one.

No. Pretty soon everything is off limits you just have to use the descriptive "it" when referring to someone and no one will know WFT you are talking about.
