Is my Radeon Messed up?

Whenever I go to "advanced" settings, my screen in select areas displays garbled picture just while the advanced settings are being loaded and goes away. Does anyone with an ATI 8500 experience this? Is my card jacked? Below is my best attempt to illustrate what I mean, because I know the above is probably not clear..

The "x" represents a small part of the screen that messes up. Like I said it only happens when I go to load advanced settings and I dont experience any picture problems in games or any other browsing. The card also benchmarks above average. Can anyone shed so light on this? Is this normal? It can still be refunded.

EDIT: the representation of my monitor didnt come out rght.... the forum seems to be taking out all the spaces... The "x" are in random spots over the monitor.
 
Have you installed the newest drivers? Or tried uninstalling the current ones and reinstalling them.

So uninstall all the drivers. Remove the card and reseat it. Then reinstall the drivers and see if that helps.

You should have uninstalled the drivers before removing the card. Also are you installing the newest drivers?
