Is my Motherboard the problem?

I've been having problems lately with my system while overclocked. In the past i've been able to run @10.5x146MHz/1533MHz with my CPU voltage @1.7volts (below the 1.75v spec) stable as a rock, but in the last month, any attempt at over a 10.5x137MHz/1438MHz overclock, and I got problems.

I've tried (2) other power supplies, a differnet stick of Crucial PC2100, lowering ram timmings, upping CPU voltage to spec. and beyond, and even another video card.

I'm really beginning to suspect the 5+ voltage regulation on the motherboard it's self, because when I take readings at the power connector of the power supply with both a Fluke model 77 and model 11 multimeter, and while hooked up, and with the Soltek hardware monitoring running in the back ground while running some SiSoft Sandra benches, i've seen Hardware monitoring report voltages as low as 4.75volts, while my meter reading at the power connector reads 4.98volts.

I bet it dips even more while trying to run 3DMark2001se, or playing some RTCW online (Which it won't do because it will lock-up/crash) while overclocked.

Even without a load, Hardware monitoring reports 4.86volts, while the meter is at 5.05volts. I know it's not a heat issue.

What say you? Should I see how good Soltek's warranty is? even though I bought it new from another member on this board I wonder how far i'll get.
