Is my motherboard DOA?

Hello,
I just built a new PC with the following components :
Intel Corei3 2100
MSI H67MA-E35
Mushkin 2X2gb DDR3-1333
Corsair CX500-V2
Here is the problem : When I push the power button, everything goes on (PSU, case and CPU fans, DVD and HDD). Then, after 15 seconds, it shutdowns, and three seconds later it reboots by itself, and the whole cycle seems to never stop. Also, nothing shows up on my monitor, it stays black.
I tried to boot with a spare PSU, same problem again.
I checked the memory and the processor and they look ok.
So i guess my motherboard is DOA? What do you think?

No, I can't see anything, it's always black.

Do you have a VC you can try and use?

Good news! I cleared the CMOS by shorting the little pins and now everything's fine. Thank you everyone!
