Is My CPU toast?

I have a SOYO K7VTA-B board and a 1.2Ghz 200 FSB CPU.
Recently I was fixing a new Firewire board in my PC and noticed that it was very dirty so I decided to take out the CPU fan and clean up a little.
However, when I fixed the CPU Fan back on the CPU my computer won't boot.
I hear the voice doctor but it is not too legible. However, I hear the Words "Processor", "Installed", "Properly".
With help from the Manual I was able to determine that the Voice Doctor is Saying "The processor is not installed properly"
Close inspection of the CPU shows that I scratched the Center Rectangle a little in the Edges. Could this be a potential problem.
I tried everything and nothing works. The Cooling Fan is Connected to the Mobo, I isolated the MOBO from the Box, and everything that was suggested by the Soyo Support Site.
Should I just try a new MOBO and CPU?

Before buying anything new, I'd reseat the processor, clear the cmos, and then see if it will fire up. You may have dislodged the cpu a little from the socket when you removed the hs/f. GL.

I took out the CPU and put it back again. I am not an expert but I built the entire system ground up. I will try your suggestion one more time when I get home from work today. Thanks
