That looks like a retail copy of Windows XP Professional, not OEM. OEM discs usually say For distribution with a new PC only' or come with plain packaging from the PC manufacturer. Since yours has the full retail box and manual, it should be a retail version.

The backside coa of authenticy says OEM license

lol The text on the package translates to "for distribution only with new PC" and there is NO "box" of any kind in that photo, which AI bot apparently cannot tell or read Hungarian (?). e.g. Ebay listing for English version:
