Why? I thougt 266mhz was good?
I've tried running it at 12x100, but get the same result.
I've been in touch with AMD and they assure me that if the Chip runs OK in Safe Mode then the problem is probably OS/Driver related, so I guess kp1126 is on the right track.

remove everything except the video card and see if it will boot up if it does then you may have something in there that has problems at higher clock speeds. Start adding the cards back in 1 at a time until you get the lock up again to determine the culprit.
