Is it worth upgrading 9600GTS to GTS 250

Eh, get a 5770. That $90 250 seems nice, especially for 1GB, but it's still a little bit underclocked. You wanna make sure your upgrade is truly a noticeable upgrade, and going to 5770 will ensure that thanks to even faster performance + DX11 (which many prefer over Physx).

Though the GTS 250 at $90, even underclocked, is a better value per $ than the 5770. But since so many people don't feel that it's an adequate upgrade, just splurge a little and get the 5770. If you can afford it. If not, I'm quite certain even an underclocked 250 1GB will provide a solid performance boost.

One last thing to consider is the general level of the cards.
If the card you're comparing it to is already getting 100 fps across games 30% is meaningless since the extra fps are not noticable. Likewise if the card is getting 5-10 fps, 30% is equally meaningless as both cards are unplayable. However 5750 and GTS 250 are at the borderline of 30 fps in many games so an extra 30% can be the difference between choppy and smooth gameplay. I've felt this going from my 4850 to my 5770 though I'm not sure if the difference is due to the card's speed or the extra VRAM.
