Is it worth extra $50 for AMD64 3200+ over 3000+?

The NeoPower is good, yes. It provides more amps on the 12v and 5v rails than the Blue Storm, and at $75, is a really good deal. Go with the 3000+ unless you have an extra $50 to blow. As far as ram goes, if you're getting a mobo that will let you supply lots of voltage to the ram, then get some of the TwinMOS UTT http://www.newegg.com/Product/Product.asp?Item=N82E16820218405 . The guys on the DFI-Street forums (www.dfi-street.com) also recommend the OCZ Gold ( http://www.newegg.com/Product/Product.asp?Item=N82E16820227211 ). Although, I guess you could say they're a little biased since there ARE OCZ reps that frequent the forums 😛. The DFIs are really solid boards, so I'd pick the one that goes best with your budget and what features you want.

Incorrect, the 3200 is a much more stable chip at higher frequencies partialy due to the lower FSB speed. The 3200 has higher overclocking potential when compaired to the 3000.

I say yes, It is worth the extra $20-50 (Cost of a game, cheap) for the 3200+

The main advantage the 3200 has in overclocking is its larger multiplier. For a given overclock, e.g. to 2.4ghz you have to ramp up the memory speed less if you want to keep 1T timings and hence can use cheaper ram or take it further with 1T timings or have the latency of the ram tighter.
