I usually piss on the downward slope on the inside of the bowl, just above the water line. Why? I don't know, but it doesn't make much noise. I guess I like to test my accuracy or something.

one day, someone asked him why he always sat down in the stalls in the bathroom, and that was his explanation.

Maybe he doesn't like having people hear him pee, so he either sits down and pees against the side of the bowl or stands up and pees against the side of the bowl... it's possible to pee quietly without sitting down.

Or are you saying you can hear him put the seat down?

Yes, you are able to effectively use this method as a noise suppressor. Works quite well.
