Is it the card or the monitor?

I have a Radeon 64MB DDR VIVO, an Envision 19in monitor, and Win2k. The problem goes like this: Whenever I open any window with the desktop in view, the edges of the screen expand or as I put it bubble. Any clue as to what it could be, the monitor or video card?
 
This sounds like a classic monitor power regulation problem. Monitors with poor power supply designs will do this. This is not necessarily an indication that the monitor is dying, just a poor design IMHO. I have seen new monitors do this.

make sure your cables are all seated properly and that the monitor power plug is all the way in and snug, could just be a loose connection...
