Is it standard practice to work on utility lines by leaning a ladder against them?

I saw this today and snapped a photo. It seems a little unsteady to me, but I have never worked on utility lines.

He's obviusly a Cable contractor.

No insurance so he is on his own.

His truck has the company name on it, so I am not sure if he is an employee or a contractor.

Apparently people still feel sorry for him after his little run in with the State of Georgia.

He ended up getting probation, community service and some community service. Not much compared to what he was facing, but at the end of the day, firing him should have been punishment enough.

But now he constantly grouses in P&N about the evil government, which is OK - that's what P&N is for. The real issue is that I guess he doesn't get enough attention there so sometimes he wanders into OT and spreads it in threads where it makes no sense at all to do so.
