Is it safe to delete everything from the %temp% folder?

Is it safe to delete everything from the %temp% folder? I have about 65MB in this folder.
The location of this folder is C:\DOCUME~1\*****~1\LOCALS~1, I got to this folder through the Run command, and typing %temp%, is there another way to get to this folder through my computer?
What's the difference between this folder and the temp folder in C:\WINDOWS? Can they both be deleted?
I only have one user logon in my computer, I am using windows xp, why is it putting all these temp files in those two locations? Thank you.

Yes you can safely delete the contents of this folder. It's the primary temp folder for the OS. The "C:\Windows\Temp" folder isn't used too much but you can safely delete from there also.

The "Documents and Settings" temp folder is a hidden folder. You'd have to go to Folder Options on the Control Panel and check the "Show Hidden Folders and Files" box under the "View" tab. Them you'd be able to navigate to it in Explorer.

Thank you for the help. Just one more thing, I have .dll files in both the Temp folders, am i safe to delete everything?

Keep them in the recycle bin for a bit (at least until your next reboot) to make sure something doesn't need them. ;)

Oops too late, deleted everything from both temp folders and from the recycle bin, but haven't reboot yet. Hope I'll be fine. Thanks guys.
