u don't know this person but the lights are still on inside the house so he/she is awake.

Write them a note saying that you noticed that the light was on but was afraid to tell them because it was late and tape it to their car so they find it the next morning.

Just do it. If they dont answer the first try, then give up. If I was them, I'd be greatful.

While it is quite considerate for that circumstance, in today's world, I think most people would be concerned by someone knocking on their door that late.

i would appreciate it. i'm sure that the other person would appreciate it too... who wouldn't want a neighbor/person to be like...

Yeah, because if they don't have another car handy, or a jump-starter, they're kind of screwed, at least until a tow truck or AAA can respond to jump-start the car. Plus, deep-discharging a lead acid battery like that will really hurt its overall lifespan.
