For a guy to be raped by a girl?

I'm just curious.

I read the following

According to the Kentucky Penal Code, a perpetrator commits a crime of sexual assault when he

1. commits a sexual act with a victim which is

2. without her consent.

It is automatically assumed that a guy is commiting the crime. What if the girl commited the act?

 
I live in Kentucky and there are certainly many woman on the state's online sex offender listing.

You can become a sex offender by exposing yourself in public, getting caught peeing in a public place, even having someone walk in on you while using the bathroom in your own home. Alot of cases don't have anything to do with rape.
