Is it possible to slow down the stock fan on my MSI RX9800?

I'm wondering if there is a way to slow down the fan speed on my MSI RX9800 (green version), cuz it's pretty loud and I'd prefer not to replace the heatsink. I'm planning to get a Vantec Spectrum PCI Fan Card, which should compensate for the lower speeds. (i'm gonna buy it regardless)

So is there a way to reduce the noise without significant modications to the hardware, or am I outta luck?

 
I know the noise is generated from the high rpm of the fan. Cuz I've stopped the fan with my finger and notice the noise disappears.
 
Well, is it a whine, or a buzz? If it's a whine, it's probably just the rpm. If it's a buzz, the fan is probably failing, and you should get MSI to send you a replacement fan.

Either way, you could try oiling the bearing(s) (search Google for 'dans data oil fan'). If it's whining, you might try seven volting it.
