I have always had weird problems with outlook. If for some reason I move the pst file or change the name of the back up location then I start to experience random errors. After I try to import or select a certain address book as my main book I still can't get things to work correctly. So instead of going over in detail my current Outlook problems :

I would really like to know how to fully removel Outlook 2003 and then put it back in place with none of the old settings or files.

Everytime I run a full reinstall my contents like contacts, emails, isp settings are still intact along with whatever problems I am having. I know about the Local Settings/App Data/Microsoft/Office/.pst files and under AppData/Microsoft/Office. I remove that content after the reinstall and the software requires I reinput the key and activate but once back into the software bam, theres all my info along with my same current problem.

Please if you can help or send a link to good info on this , that would be great.

If you look in %userprofile%\Application Data\Microsoft\Address Book you'll find your address book.
Also, did you first try deleting your email account through Control Panel -> Email?

Also, if you're on an Exchange system, it's probable that your files are being kept on the Exchange server and not your local computer.
