Is it possible to limit User usage time on WinXP?

I'm looking for a solution for my uncle to control his childrens PC usage. Is it possible for WinXP Professional to allow certain user to logon for x amount of hours a week? or perhaps only allowing a user to login during certain hours? or both?
I tried looking in Policy Editor, but couldn't find such a thing, there's a folder called Account Lockout Policy, but I'm unable to select any of the actions (greyed off).

This PC is on a peer to peer network, so there's no central domain/server. Can someone recommend a solution (3rd Party Program) if WinXP can't do this?

Another question, how comes WinXP Pro doesn't have any default user groups (admin,power user,user, guest, etc) like in Win2k? Maybe I'm looking in the wrong place, but the only thing Users (under Control Panel) is good for is to change password, cutesy welcome screen, etc. which is pretty much useless.

Can someone also provide me to links and/or tutorials to do this?
