is it possible to fry JUST a hard drive?

Yeah, I fried JUST a harddrive the other week. Well, my PS fried the drive, but still...

Depends on what you mean by "fry". If the PSU or IDE controller shorted and as a result blew out the control electronics on the drive, likely anything on the same PSU lead / IDE cable would be toasted as well (but not necessarily, depending on the exact fault).

If your hard drive itself suffered a mechanical or electrical failure, it is extremely unlikely to break anything else.

hmm interesting, 2 days ago I had a power blip and my external drive will no longer be recognized by my computers. I'm out of town now but when I get back I have to open it up and try putting it straight into the IDE rather than having the enclosure with USB/firewire. The drive still turns on but nada happens. Basically it is possibly(hopefully just the enclosure card just got fried and not the drive). Good luck with that though.
