is it possible to cool down cpu

I read about this program in this thread and I was wondering if its true.
I went to the cpuidle's website, and obviously its full of positive feedback, which I can't really use to decide.
So I was wondering if any of you have any experiece with this program on windows xp with A64.
My cpu temp's are ok, but if I can drop a few degree "for free" then why not, right?

Well, the only way they could do this is by manipulating the CPU into idle or power-saving states. I don't know why a software program would be better at doing this than the BIOS or kernel, but I haven't tried it so I don't really know.

Currently whenever a CPU idles a HLT command is issued to it. A HLT command makes the CPU to go into a low-power mode. Back in ancient times Windows did not issue HLT commands (before you ask, neither did DOS) to CPUs, so they used lots of power even when idling. That's also why the "idle" to load temperature swings were way lower than what you can see now. Nowadays CPUIdle is somewhat useless as a means to keep down your CPU temperature but back when it came out it was insanely useful.
