Is it OK to run AGP @ 83.5 , PCI @ 41.2Mhz

It's fine as long as all your peripherals are stable at that speed. I don't think it will cause any damage to them if that's what you're asking.

By the way, if you have a hard drive controller that can't handle that speed, you might end up with some corrupted data.
 
People have been overclocking that board so it seems that the HPT366 can handle the higher FSB. You shouldn't have a problem.
 
No, generally speaking it is not safe. Overclocking AGP above what video card can handle can only crash your system, but if your hard drive(s) aren't able to handle that speed, massive data loss/corruption could occur.

edit: Note that hard drive brand and model does matter, HDD controller crapping out is only a part of the equation. When bus mastering/DMA is enabled on a hard drive, the drive itself is responsible for at least some of the transactions.
 
hmm, ive got a QUANTUM FIREBALL PLUS AS, is this any good? my previous 6.4gb quantum fireball died after one year, the heads where 'clunking' around when powered up.
