Is it my monitor or my video card?

Lately my monitor has started to flicker on the edges. You can see it more with a blank explorer screen open. If I increase the refresh rate from 85 Hz to 100 Hz, it seems to go away. If I go down to 75 Hz, it gets worse. Is it my video card that is going bad or the monitor?

Is there anything else I can check to determine what the problem is? I have already tried to reconnect the video cable.
 
I've had a bunch of TNT2 cards go bad on me recently - and so have other Anandtech posters. However none of the symptoms sound like yours. Do you have any friend/family/neighbor that will let you borrow their monitor for 1 hour? If so just swap monitors as that is the easiest way to check. If not, go buy a cheap monitor and then return it (although this is a bit less ethical).
 
dullard - Thanks for the response but I think I figuired it out.

I do have a second computer that I just hooked up and the screen has the same problem with the flickering at the edges. I actually knocked on the tube and noticed fringe patterns that travelled like ripples in water. They didn't travel all the way across the screen, but just where I see the flickering. Is there something in the tube can come detached?
