Is it legal to remove a storm drain grating?

With the size of the pipe a wad of leaves will plug it, being that the size IS so small they won't be able to clean it (unless they can hire a snake that big) and will have to close the road and rip the pipe up. Deal with the puddle or call the city and complain. Complain enough about it and they might do something. Call them every single time it plugs.

Storm drains around here have much larger, heavier grates, though...

I doubt there's a law in the books, but you could always set a precident!

Why don't you just rake the leaves on your street? There's a wild idea...
