Is it legal to change engines in a car?

The car would run... The engine wouldn't do too well without the proper balancer shaft, though.

Hmmm, that makes me wonder if that is the only problem then, cause the guy couldn't hardly get it to turn over at all, and even when it did, it would not run for more then a couple seconds.
