It does. After you hear a message it prompts you to press '0' for more options. One option is to replay the message and the other gives you the date and time.
(My previous carrier, NXTL, did not charge for checking VM)

Yes it does. calling *86 or your own number is not considered "IN". Only on nights and weekends checking your voicemail is free. or if you call an external number to check your vm
