I wouldn't think you can sue anyone once you ASK them to sign money. Might be able to get them, uh, fined or something, who knows.

If you see someone jaywalking, can you sue them ?

Technically there's some sort of law about "defacing currency", but it's never enforced.

YOU couldn't sue them, but it is technically a federal crime to deface money, since the money is considered federal property, and the Secret Service/T-men could come after you for it.
The guy running www.wheresgeorge.com was asked by the Secret Service to stop selling the where's george rubber stamp or he could face charges.

If you do sue a celebrity they'll just get a really good lawyer and win the case and then they'll counter suit and sue you for attempted fraud (to get money out of their pockets) and public embarrassment. You'll lose.

If you make it larger or smaller, it's within the realm of legality.

Defacement of Currency

Defacement of currency is a violation of Title 18, Section 333 of the United States Code. Under this provision, currency defacement is generally defined as follows: Whoever mutilates, cuts, disfigures, perforates, unites or cements together, or does any other thing to any bank bill, draft, note, or other evidence of debt issued by any national banking association, Federal Reserve Bank, or Federal Reserve System, with intent to render such item(s) unfit to be reissued, shall be fined not more than $100 or imprisoned not more than six months, or both.
Defacement of currency in such a way that it is made unfit for circulation comes under the jurisdiction of the United States Secret Service. Their address is: United States Secret Service, 1800 G Street, N. W., Washington, DC 20223.

I don't see why it's illegal, unless it's made unfit for circulation.

You can sue anyone for anything. Now whether or not it get tossed out by a judge is a different thing entirely. ;)
