Is it easy to start a message board?

I am thinking of starting a message board for our university's athletic teams. I am a business major so I need a site/host/design/whatever-you-call-it to be easy to use and manage. I am trying to figure out what it takes to start a message board, not looking to spend a lot of $$, I just want a free message board for all our university sports fans to participate. That's all.

phpbb seems like a popular pick around the web and is free. I tested it on my computer when I was curious some time ago - just wanted to see 'how hard can it possibly be?' and I think I actually had everything working ok, just by Googling for the answers.
