Is it discriminatory that the mentally handicapped get their own forum called P&N?

So, the mentally handicapped get their own forum. Why is that? I thought we're all supposed to be equal. In the eyes of the government, people should be treated equal. Does this discriminate against able bodies that can't post in P&N because they're not mentally handicapped?
