Is it CPU?

I got a busted laptop Inspiron 8000 from a friend of mine who bought a new one. It's mine if I can fix it. I could use it sometime but am not sure if the problem is CPU or something else. When I power it on the status light indicating writing/reading data blinks for a fraction of a second and and goes off. The power inthe laptop stays on. I hooked upi the HD to another computer and it works fine. Is it a CPU. Sems like it, can't think of any other part in this case. What do you think?
Also, if this is the CPU, anybody knows what the fastes CPU this laptop I could use? The original one is Pentium III speed about 800MHz, but I am not sure exactly. I tried to check on the DELL's site an can't find it. Any help will be certainly appreciated. Thanks.
 
I'm more than sure it's the motherboard or some kind of malfunction with an incorrect BIOS setting.

reset the BIOS or attempt to flash it to the original/latest

strip the laptop, RAM, HD, CPU, PC slots, Optical drives and put the parts in one by one to find out whether the problem is hardware specific.

my last words, I am pretty sure it's motherboard but I can't say for sure

don't lose sleep over this though, the CPU you're looking at is probably a mobile P3 you could find on ebay or at an e-tailer outlet for under a hundred bucks.

I also believe that no one should pay over 50 bucks for a P3, no one should pay over a 150 bucks for a P4
 
When working on Dell laptops, if the mobo or lcd is out, my recommendation is to use it for parts because repairs would exceed buying a newer version.
My rule of thumb, if parts & labor exceed more than half of laptop's value, it good for parts. How to find used value; I use the prices on eBay for reference.

As to buying a new one. The mobo or CPU will not cost much and I can switch the part myself, so I don't consider buying a used laptop now. Thanks, anyway.
I came across a desktop with busted mobo lately. It had NO power AT ALL! This laptop has power (the power light is on), it also charges the battery. That's why I think it's the CPu rather than mobo. What do you think?
 
Also, when I power it on(try to) when the status light indicating writing/reading data blinks I hear a little "pyk" sound from the speakers. My friend who owned it had a problem with this laptop shutting down for no apparent reason before. One day it just died. Maybe it is an internal PS, but I though it wa the CPU that used to overheat and it finally died.

Any thoughts?
 
It's the motherboard, if you really care, buy a motherboard online for this laptop then either keep it or ebay the laptop it's self.
