Is it common in Vista to have usb ports stop working until a reboot?

My memory card read usually will never respond when I put a card in it unless I unhook it and hook it up again On occasion it will not work at all and I have to reboot my computer to get it to work.
 
Have you tried it in another USB port?
Have you tried it on another person's machine running Vista?
Have you tried it on another person's machine running XP?
Are there drivers for this device that Vista might be missing somehow?
Finally, is this an older/cheaper card reader that might just be defective (hence the earlier questions)?
