You can't just say she's cute in a general sense, unless it's obvious she wants to be cute. Typically women like to be thought of as "attractive" or "beautiful" or even" f%$#ing hot" more than cute overall.

Now if she asks you how a new outfit makes her look or something similar you can say cute. It's also okay to say she looks cute today.

So to recap:
cute = good for temporary/instant/"now".
beautiful = good for general/overall/average.
 
I had a female friend (about 23 years old at the time) who hated being called, "cute," and preferred the term "attractive" or even better, "Beautiful."

I had a girlfriend (about 30 years old at the time) who loved being called "cute."

Generalizing women's attitudes is like playing Russian Roulette.
 
I've told many random women that I thought they were beautiful, and it seemed well-received each time. I have a tendency to lose propriety when confronted by certain women, so sometimes I say it without even thinking about it. I don't say it with anticipation of reciprocation or even acknowledgement really. I was once reduced to a simple "wow" when expecting to be alone in an elevator I found a beautiful woman instead. I need not say my lack of eloquence in admiration for her resulted in a slightly awkward ride.
