I've always thought that the Ringworld method was interesting. Allow each family one child. Then have a coupon that allows for an additional child for each of the following:

1. Money
2. Beneficial genetic traits
3. Lottery

Of course, the final method is what the book is all about...

I don't have kids and I am highly in favor of this. I think that licenses should be required to have children. These licenses would be based on a variety of factors including standardized testing for intelligence and demonstration of creative prowess. Individuals would receive a license based on these factors and would be able to mate with other individuals holding a license. Those that breed without a license would be given a choice of abortion, a large monetary penalty in the form of a tax, or jail.

Its all a crap shoot anyways. You know this right?

I think breeding for looks would be more important. Lets get rid of people with the fat gene and ugly , weak people.

People should be required to post performance bonds before being allowed to reproduce. Your kid turned ends up in jail? Drops out of school? Lose the bond.

Sounds interesting. This should be added to world of warcraft somehow just to simulate how it would actually work and be abused.
