I doubt it's a hoax considering they've been planning it for many, many years. If it does turn out to be a hoax, they've wasted a lot of time just trying to mess around with people.

It's known as a runaway project. It took too long long to make and it isn't even complete, and I'm sure it was over budgeted.

I'm not so sure it's a lie. I'd be willing to bet that they've created the game atleast twice yet the technology is always outdated so quickly they keep scrapping the game. I believe they want the game to be what Crysis is and they won't release the game with this title until they feel it is worthy. I think some of the screenshots we've seen over the years were real but those games were scrapped.

Its not a hoax unless you were foolish enough to pay for a preorder.
Otherwise its just the worlds greatest example of vaporware. I would be genuinely happy if they just published something fun and cheap using an older engine and then used the profits from that to make a kick-ass, modern Duke Nukem game.
Somehow 3D Realms managed to get Max Payne 1 & 2 and Manhatten Project out the door since they started on Duke Nukem Forever.
(Though I did once hear a rumor that MP1 actually took 7 years to get off the ground. Supposedly it had to be completely redone when they introduced these weird things called "3D accelerators".)

They must have finalized the story for the game, along with whatever they had planned for features and multiplayer.
I just don't understand why they never released it. I remember them saying they would use the Quake 2 engine at some point, and then that changed to the Unreal engine IIRC. They probably ran out of money, and at this point I wouldn't count on a publisher working with them or trusting them.
