Is Cas Latency: 2-2-2-5 @ 2.75V better than 2-3-2-6 @ 2.6V ?

Definitely go with the 2-2-2-5 at $20 less.

They also have a higher voltage support rating, which means better overclocking results as more voltage is usually needed.

higher voltage, and lower latencies to play with = equals more headroom for oc.
 
Provided that your motherboard can and will meet those power needs. If it's an OEM computer or a lower-end one you may not be able to deliver 2.75 and then you may have problems. Otherwise, I agree.
