Well if you are considering primaries, BLACK is the combo of all colors.

If you consider the light spectrum, it is the absence of the other primary colors.

It depends on the color space you're referring to. In RGB color, or "monitor" color, black is the absence of color since no pixels are illuminated. In CMYK, or "printed" color, the ink is being applied to a white surface, so black, or "K" in CMYK, IS a color is this case, with white, or the color of the printing surface, representing the absence of color.

it might be the lack of reflected light/photons, but light isn't a color in and of itself...

What humans call "Black" is the absence of Electromagnetic Radiation in the part of the spectrum that our radiation detectors (aka Eyes) are tuned for, this portion of the spectrum is commonly reffered to as "Visible Light".

In the case of pigment/paint Black is "all colours" because that mix will absorb all EM Radiation in the Visible Light range, thereby reflecting none of the spectrum for us to "see" (the colour of paint or pigment is basd on what parts of the Visible Light spectrum they absorb/reflect, ie Red paint reflects the red portion and absorbs the rest).

Just like cold is the absence of heat, there is no such thing as 'cold' just the absence of heat.

White is the combination of all the colors on the spectrum.
