It gets politically sensitive when it comes to troops - for reasons both good and bad.
There would be huge benefits to it in terms of supervisory review and being able to clear troops of wrongdoing - and to to identify wrongdoing and stop it; but it would also raise questions of effects on the troops, of the abuse of the recordings (sensationalizing them if they got into the public), etc.
There are horror stories about troops able to get away with murder, literally, casually shooting, in apparently very rare situations even staging scenes; the big controversy we had over the one incident of trials for troops killing a number of people could have easily had one side or the other proven right with that evidence.
War is shocking, and while it seems less controversial for such videos to be collected and used by the military, it gets more controversial if they go to the public.
Would families want to - and be allowed to - see a video of a loved one who is killed during the action, for one controversy that would happen?
But with police, I see a lot of benefit that outweighs any downside.
I've sat on a jury and watched as either a police officer or a witness is totally lying, and there's little way to tell which. They could also help ensure 'good behavior'.
I suspect they'd be used over 90% of the time to disprove lies by a defendant trying to say something that has to be disproven beyond a reasonable doubt.
