is a celery=pIII if L2 cache was the same and the mhz was the same?`

Is the only thing holding back a celery the L2 cache? I mean if both a celery and a pIII were at same FSB(say 100mhz) and so that the clocked mhz of the cpu was the same say (800 mhz whatever), would they be "running" or benched at the same speed IF the L2 cache was the same?

basically I am wondering if the only thing different between a celery and the pIII is the L2 cache if they were running at 100fsb.

Celeron has half the ammount of level 2 cache and the celeron is 4-way set associative where the PIII is 8-way.

intel also increased the ;atency of the cache to make sure it does not compete with coppermine p3's(witch are the exact same core, without the intel made botlenecks)
